The Acajoom mailing system for Joomla allows non-reigstered people to get a newsletter. If you are registered with the site, then you have access (potentially) to a different newsletter(s). The two processes (registration and getting on a mailing list) can work together, but also can be separate to encourage the building of a large mailing list.
